The answer

A real, long-running operator whose owner paid 12.1 trillion rial in between 2021 and 2025 and took 12,097 billion rial of it back out on 17 June 2026. The same owner moves capital in and out of the whole Snapp group on the same days.

  1. Snapp's operating company is Ideh Gozin Ertebatat Romak, national ID 14004334449, a limited liability company registered in August 2014, with ride-hailing in its objects since September 2016. All 45 of its Gazette notices were read; the latest was published on 6 August 2026.
  2. It is owned by Ideh Negaran Atlas Romak, with 10,000 rial held by Almas Ideh Gostaran Pars, which the holding itself owns 99.5 per cent of. The holding was founded by two foreign companies named as FZEs, and its owners are no longer published since it became a joint stock company in 2023.
  3. Capital went in and came back out twice: 292.6 billion rial from the foreign partners (2018 to 2020), paid back in 2021; 12.1 trillion rial from the holding (2021 and 2025), paid back in June 2026. Registered capital is now 381,999,290 rial.
  4. The same decisions were taken on the same days across up to six operating companies of the group, and Snapp Market wrote its capital down twice for losses.
  5. The chair is Mahmoud Fowz, a foreign national; a person of that name has chaired every board since 2016, under identifiers the notices do not join. The 2025 board notice rests on a foreign-employment permit.

What only this report holds

Every fact below can be checked against a public page. What a single reading of public pages does not give is history and breadth: the app stores and the registry show only today, and a group's pattern shows only when every company in it is read.

  • Cross-companyOne controller, six operating companies, the same days. On 16 October 2021 the same two foreign partners, named as FZEs, left six Snapp companies at once and the same two Iranian companies took their place. On 29 December 2021 the new holding paid about 12.4 trillion rial into all six. Meetings of 27 July 2025 approved 15 trillion rial of cash increases at Snapp, SnappFood and SnappPay, paid in under bank certificates of September and October 2025. On 17 June 2026 it took 18 trillion rial back out of Snapp and SnappFood. No single notice shows this: it appears only when every company in the group is read.
  • PanelFifteen weeks of the Snapp apps, captured by the desk. Since 29 June 2026 the desk has captured the Snapp and Tapsi listings on Cafe Bazaar every week, and on Myket since 20 August. Over fifteen weeks the Snapp passenger app added about four new ratings for every one Tapsi added. The rating shown for the Snapp driver app moved from 2.9 to 3.5 in late July. The stores show only today's figure; the history is the desk's own capture.
  • Registry historyThe registry's board table, dated and kept. The registry publishes its own board table for each company. Read on 13 October 2026, Snapp's has 20 rows, 14 of them with no end date, including three different managing directors at once, one appointed in 2014 and replaced in 2015. A service that resells that table repeats its errors. This report rests on the notices themselves. The desk read the table on 13 October 2026 and reads it again every Saturday, keeping each read, so a change is dated to the week it appeared.
  • CompiledOwnership traced through every layer, by national ID. Snapp is owned by Ideh Negaran Atlas Romak, with a 10,000 rial interest held by Almas Ideh Gostaran Pars, which the holding itself owns 99.5 per cent of. The holding was founded by the same two foreign companies, named as FZEs, and was owned by them and Almas when it last published partners in February 2023. Each step is a public notice; the chain appears only when the eight companies are read together.

Tags. Cross-company: visible only by reading every company in the group. Panel: data the desk captures and keeps. Registry history: the registry as the desk read it on a date. Compiled: public notices joined by national ID.

Findings

  • MaterialThe owner took 12.1 trillion rial back out in June 2026. An extraordinary meeting of 17 June 2026 paid 12,097 billion rial back to Ideh Negaran Atlas Romak and cut registered capital to 381,999,290 rial.
  • MaterialRegistered capital is now 382 million rial. After June 2026 the registered capital of Snapp's operating company is 381,999,290 rial; equity on the register says nothing about the business's size.
  • AskWho owns the holding is no longer published. Atlas Romak became a joint stock company in February 2023; its last partner list named two foreign companies (FZEs) and Almas.
  • NoteThe second partner is owned by the first. Almas, which holds 10,000 rial in five group companies and 149,984,069 rial in Avaye Eskan, is 99.5 per cent owned by the holding, and sits on the holding's board.
  • MaterialSnapp Market's capital was written down twice for losses. Capital cut from 4,469 billion to 762 billion rial in July 2024 and to 1,000,000 rial in July 2025 "because of losses incurred", then rebuilt from receivables.
  • NoteGroup decisions are taken centrally, on the same days. The same partner swap at six companies on 16 October 2021, and capital moves decided on 29 December 2021, 27 July 2025 and 17 June 2026, across the group.
  • AskA foreign national chairs, under permit. The chair, Mahmoud Fowz, is a foreign national; the board notice of 2025 rests on a foreign-employment permit.
  • NoteRide-hailing came two years after the company. Formed in August 2014 with ICT objects naming transport centres; ride-hailing objects added in September 2016.
  • NoteThe registry's own board table is unreliable. The table lists 20 rows, 14 without an end date, including three managing directors at once.

From the Tehran Index panel: the Snapp apps, week by week

The desk captures the public listing of every tracked app on Cafe Bazaar every week since 29 June 2026, and on Myket since 20 August 2026, and keeps every capture. The stores show only today's figures; these series are the desk's own captures. A rating is a user action: the number added each week measures engagement, not users, and a store can change how it counts.

What to ask before you sign

  1. The minutes of the extraordinary meeting of 17 June 2026, and where the 12.1 trillion rial went. Whether it was paid out as cash, set off against a debt to the holding, or lent back decides what is left in the company you deal with.
  2. Audited financial statements for 2025 and the first half of 2026. No auditor is named in the notices, and the registered capital of 382 million rial says nothing about the company's strength.
  3. The share register of Ideh Negaran Atlas Romak and its foreign investment licence. The holding stopped publishing its owners when it became a joint stock company in February 2023.
  4. Balances between Snapp and the other group companies, including Snapp Market. Snapp Market wrote its capital down twice for losses and was rebuilt from receivables; group balances move risk between companies.
  5. The current employment permits of the foreign chair and signatory, and the signing rules in force. Two of the five who can bind the company are foreign nationals, and the 2025 board notice rests on a foreign-employment permit.

What it does not establish

Gaps, stated rather than filled
  • Who owns Internet Roz One FZE and Internet Roz Two FZE. The notices give their names, in Persian only, and foreign registration numbers (5343/2014 and 5344/2014), not their owners or where they are registered. The English spelling is the desk's transliteration.
  • Who owns Ideh Negaran Atlas Romak since it became a joint stock company in February 2023.
  • Why capital was paid back in June 2026, and in what form.
  • Revenue, profit, debt or any financial statement. A limited liability company does not publish its accounts in the Gazette.
  • Which brand, if any, Avaye Eskan Novin Shargh operates. Its objects include tourism and app-based passenger transport; a name or an object is not evidence of a brand, so the desk links none.
  • Licences to operate ride-hailing, from the Ministry of Roads or any municipality, and any litigation or tax record. None is in the Gazette.
  • Any dollar value. Rial amounts are as printed; the desk does not convert them here.

Registry Check on any named Iranian company: USD 750, three working days from signature. Introductory: the first ten orders at USD 250, paid after delivery. Order one here, or write to desk@tehranindex.com.

Method: Read on rrk.ir, the Official Gazette's legal-notices portal, on 13 October 2026 by the desk's registry reader: every notice of the eight companies in this report, 201 in all (Snapp's operating company 45, the holding 27, Almas 5, SnappFood 32, SnappPay 21, Snapptrip 30, Snapp Market 22, Avaye Eskan 19), and the registry's board table for each (the read found no board table for Almas or Avaye Eskan). A company enters the group only on a national ID: as a partner, a board seat or a director matched by national ID in the notices. The group companies' brands are those the desk's company record already holds for these national IDs; no brand is inferred from a name. People are matched across companies by the national ID printed in each notice, hashed inside the browser before anything was stored and never written down. Foreign nationals' identifiers changed over time; each is matched only to itself, never joined by name.
